JOB SUMMARY
Serves as the Chief Administrative and Executive Officer of the City; assures that all laws and City ordinances are enforced; related work as required. The City Manager is responsible to the City Council by applicable Charter provisions, ordinance, and direction, for efficient administration of the City Government.
Work assignments include the appointment of City Employees, either directly or through subordinates. Performs tasks required to maintain administrative control of the functions of the various City departments which include Public Safety (Police, Fire, and Emergency Medical Services), Public Works (Street, Water, Wastewater, Solid Waste, Project Management), Development Services (Planning and Inspection Services), Parks and Leisure (Parks and Recreation, Library, Sr. Citizens, Cemetery, Tourism & Visitors, Main Street), Finance (Purchasing, Accounting, and Customer Billing), Human Resources, and Emergency Management. Ultimately responsible for all activities of all employees. Submits recommendations to the City Council. The City Manager attends all meetings of the City Council, taking part in discussions but having no vote. The incumbent is responsible for preparing, or causing to be prepared, an annual budget for adoption by the City Council and thereafter to be responsible for the efficient administration of such budget. The City Manager shall see that all laws and ordinances of the City are enforced.
DUTIES/RESPONSIBILITIES
Duties may include, but are not limited to, the following:

Appoints and removes all employees of the City, except as otherwise provided in the City Charter.

Exercises control over all departments and subdivisions thereof.

Assures that all terms and conditions imposed in favor of the City in any public utility franchise are faithfully kept and performed, taking appropriate action to correct any violation.

Attends all meetings of the City Council, taking part in discussions and recommending Council action as appropriate.

Keeps the Council fully advised as to the financial condition and needs of the City.

Assures the annual budget is prepared and submitted to the City Council.

Assures the City operates within its budget.

Executes deeds and contracts on behalf of the City when authorized by ordinance, resolution, or motion of the City Council.

Advises the City Council regarding the need for adoption or amendments of policies and ordinances.

Confers with division directors regarding implementation of policy, projects, work assignments and other matters which require the exercise of administrative authority and direction.

Receives requests for assistance from citizens and assigns to appropriate department head for service response.

Meets with various community organizations as a representative of the City and may be called upon to make public presentations on City matters.

Meets with media representatives to provide information, explanation, or clarification of City issues.

Plans and coordinates the emergency operation plan of the City.

Performs related duties that may be necessary.

EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS

Must be a U.S. Citizen

Must have a High School Diploma or equivalent
-
Must have Bachelor's Degree or equivalent experience; Master’s Degree preferred
-
Must have at least six years of experience in Public Administration with three years of experience as City Manager or Assistant City Manager preferred
-
Must have a valid Texas driver’s license, and currently have and maintain a satisfactory driving record
-
Must pass a background investigation and drug test
