Job Summary:
This is a full-time, mid-level, professional position reporting directly to the Human Resources Manager. This candidate will be responsible for overseeing the employee benefits program. This includes assistance in implementing a comprehensive benefits package that meets the needs of the employees and employer. The incumbent is responsible for developing, managing, leading, evaluating, and continuously improving programs, with an understanding of the legal and budgetary requirements and restraints.
SUPERVISION RECEIVED AND EXERCISED:
This position works under the general guidance and direction of the Human Resources Manager.
TYPICAL DUTIES
Duties may include but are not limited to the following:
- Develop and administer the employee benefit package, including health, dental, vision, life, disability plans, retirement plans and other voluntary benefit plans.
- Monitor compliance with laws and regulations related to benefits.
- Establish and maintain relationships with external vendors and providers and ensure procedures are followed to minimize cost.
- Provide guidance regarding benefits enrollment and utilization.
- Ensuring the firm’s benefit policy is compliant with the set laws and regulations.
- Filing of FMLA, STD and LTD and monitoring for all full-time employees when eligible.
- Complete Verification of Employment on current and former employees for home loans or jobs when requested; Provide information for Records Requests, when necessary, etc.
- Manage and participate in the development and administration of the City’s classification and compensation plans, recruitment and selection, training and employees’ performance evaluation activities, goals etc. Respond to Texas Workforce claims.
- Assist with the enrollment of newly hired employees with insurance benefits. Process all Seasonal, PT, and FT employees through the E Verify system, reporting all employees to the Office of Attorney General for all paid employees of the city. Train all full-time employees in how to enroll in the benefits. Explain city benefits to new hires and answer questions when needed throughout their tenure.
- Perform other duties as assigned.
Minimum Qualifications:
- Must be a United States Citizen.
- Must hold a valid Texas divers license and maintain a satisfactory driving record;
- Ability to communicate (read, write, and speak) effectively in the English language;
- Minimum 2-3 years of experience in human resources or related field;
- A degree in human resources is preferred but not required.
- Excellent communication and interpersonal skills;
- Working knowledge of the operation of personal computers, work processing, software, peripheral office equipment such as printers, faxes, copiers, calculators, and other modern office equipment.

- Establish and maintain effective working relationships with other employees, the public, other agencies and vendors.
- Prepare and maintain accurate routine records and reports.
- Work within a budget.
- Analyze situations or problems quickly and objectively, identify alternative solutions, and take appropriate action.
- Learn the operation of standard equipment and facilities required in the performance of assigned tasks.
- Prepare accurately and grammitcally correct written reports.
- Communicate effectively both orally and in writing.
- Think and act quickly and judge situations and people accurately.
- Perform basic and mathematical calculations used in formulas.
- Maintain effective audio-visual discrimination and perception needed for:
- Making observations
- Communicating with others
- Reading and writing
- Operating equipment
- Ability to plan and execute work tasks according to schedules and deadlines.
- Ability to work independently with minimal direction.
Physical Requirements:
This position requires repetitive hand movement and fine coordination in using computer keyboards. Maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include the following:
• walking, standing, or sitting for extended periods
• carrying, holding, or lifting equipment
• driving to meetings, other departments or running errands
• filing of routine reports or documents.
Must be able to sit for extended periods of time during the day-to-day functions

Work Environment:
Most, if not all, work is performed in an office setting and may be subject to ordinary risks typically found in an office environment. The noise level in the work environment is usually quiet to moderate.
