Recreation Superintendent - Full-time

Department:  Parks and Leisure Services
Reports To:  Director of Parks and Leisure Services
FLSA Classification:  Exempt               
 

 

JOB SUMMARY:

Under the direct supervision of the Director of Parks & Leisure Services, this position must have a passion and vision for recreation programming, exceptional customer service, and a commitment to leadership while serving the community.  Areas of responsibility include athletics, aquatics, senior center, and recreation programming. This position is part of a dedicated and talented team focused on public service while providing the recreational program needs and desires that make the City of Stephenville a wonderful place to live, work and play.

 

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in Public Administration, Parks and Recreation Management, Sports Management or related fields

  • Minimum five years of progressively responsible experience in the parks and recreation field 

  • Knowledge of current practices and trends in recreation programming

  • Knowledge of sports management for youth and adult athletics

  • Knowledge of municipal pool management, prefer AFO or CPO certification

  • Any equivalent combination of experience and training that provides the required knowledge, skills and abilities

JOB REQUIREMENTS:

  • Manages the activities and staff of the recreation division, which include planning, coordinating and administering projects, processes, procedures, systems standards, and/or service offerings.  Ensures compliance with applicable Federal, state and local laws, regulations, codes, and/or standards.

  • Prepares long range and strategic documents; conducts research, prepare surveys, interprets results for us in planning, evaluation and decision making; continually monitors and evaluates the efficiency and effectiveness of service delivery, assesses work load, reporting relationship and opportunities for improvements within the programs, services and facilities managed and maintained by the Division

  • Manages budget for recreation division and facilities including: athletics aquatics, senior center and recreation.   Conducts fiscal/economic studies and cost/benefit analysis to prepare budgets projections; assists with developing annual operating and capital improvement budget; monitors revenues for recreation programs; review and proposes fee structure for programs.

  • Prepares technical specifications for competitive bids and quotes. Solicits competitive prices for materials and supplies

  • Follows trends; suggests and develops new programming ideas that will attract the interest of the broad, general community and make the best use of facilities. 

  • Secures permits for program locations and orders, receives, verifies, stores, and delivers necessary equipment, material, and supplies.

  • Takes lead in working with departmental staff to plan and develop routine and special promotional and marketing pieces for activities including, but not limited to, the use of web-based options and print media for mass distribution and broadcast.  Participates in planning for, fulfilling assigned tasks associated with, and assist at all City special events.

  • Monitors registration of all recreation activities provided by the department; periodically communicates registration status to instructors; recommends program extensions, expansions, changes, and cancellation to Director before implementation.

  • Responds to and resolves difficult and sensitive inquiries, complaints, and request for information and services from citizens; communicat3es and provides information to the public through correspondence, interviews, and telephone calls; advises the Director of issues and recommends a course of action and implements as directed.

  • Human Resources for contract and seasonal staff under his/her purview; updates job postings, and the resignation of seasonal applications

 
JOB-RELATED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Thorough knowledge of various youth, adult, aquatics, senior programs, and activities.

  • Thorough knowledge of the principles and practices of recreation planning, programming, and operations; ability to establish programs goals and objectives.

  • Principles and practices of management and public administration, including municipal budgeting, financial management, and public records.

  • General knowledge of marketing principles.

  • Experience with Adobe Suites software, website, and social media

  • Plan organize, assign and evaluate the work of recreation staff.

  • Apply the principles, practices, and current trends in the field of recreation management.

  • Conduct research, analyze findings, evaluate services, and make recommendations, monitor contracts, agreements and budgets in are of responsibility.
