Job Summary:
The City of Stephenville is seeking a full-time Permit Technician. This position is responsible for administrative and technical support to Development Services Department. Duties include assisting citizens, contractors, and developers with the application process for licenses and permits, answering phones for building inspections, file maintenance; collection, deposit, and documentation of fees collected; preparation of daily, weekly and monthly reports. Attendance at various evening meetings and workshops is occasionally required. This individual receives moderate supervision in the form of job assignments that require various standardized processes, and require limited decision making in terms of the sequence of the procedures to follow. Also, may train new employees or occasionally demonstrate a task to be performed.
Duties/Responsibilities:
• Issue building permits, checking for accuracy and conformance to current city codes
• Maintain appointment schedules; screens and refers callers; provides detailed responses to information requests about the building permit process
• Prepares correspondence by established policies and procedures; types a variety of materials, including administrative and public reports for reproduction and distribution; prepares complex worksheets and tables; makes various mathematical computations
• Coordinate priorities of assignments with those of other departments; provides staff assistance; prepare staff reports and other necessary correspondence
• Continuously monitor and evaluate the efficiency and effectiveness of service; assess and monitor workload, and internal reporting relationships; identify opportunities for improvement and make recommendations for change
• Respond to difficult and sensitive citizen inquiries and complaints
• Monitor the quality of service provided; ensure that all service is efficient, effective, and courteous
• Prepare and review reports and records regarding all assignments; maintain records and files for all divisional activities
• Perform work on special projects; prepare any reports or presentations as necessary.
• Perform related duties as assigned
Skills, Knowledge and Abilities:
Working knowledge of construction terminology
• Considerable knowledge of secretarial practices and procedures, business English, spelling, arithmetic, and vocabulary
• Considerable knowledge of modern office practices, procedures, systems, and equipment
• Knowledge of general city operations and organization
• Principles and practices of the organization, administration, and personnel procedures
• Principles and practices of budget preparation

• Skilled in the operation of computers and other standard office equipment

• Skilled in modern office procedures, methods and equipment including computers, printers, calculators, and other office equipment
• Computer proficiency in use of Microsoft Office, including Word, Excel, Outlook applications, Adobe

• Experience with a substantial amount public contact and interaction
• Ability to communicate courteously and effective
• Establish & maintain cooperative working relationships with all contacted in the course of work
• Search files, records and available databases quickly and accurately
Education, Experience and Other Requirements:
• Must be a U.S. Citizen
• Must have a valid Texas driver’s license, and currently have and maintain a satisfactory driving record
• Must have a High School Diploma or equivalent
• Two (2) years of increasingly responsible administrative experience or general clerical work or related field
• Must pass a background investigation and drug test
• Must possess Permit Technician Certification from the International Code Council or be able to obtain certification within the first 12 months of employment
• Bilingual skills preferred
Physical Requirements:
Position requires the ability to stand, push, pull, and squat, kneel, twist, reach, crouch, and stoop while performing work in the field, opening file drawers, and placing objects on shelves or in cabinets. The position also requires repetitive hand movement and fine coordination in preparing reports using a computer keyboard.
Must be able to lift and carry objects weighing up to 50 lbs. (such as boxes). Must be able to sit for extended periods of time in the day-to-day operations. The position also requires the ability to communicate with staff, the public, and other agencies in face to face situations, by telephone, and electronic communication. Must be able to work in stressful situations. Vision and hearing must be satisfactory to the degree that duties can be performed safely and effectively.
Work Environment:
The majority of work is performed inside an office environment.
