PAVEMENT RE-SURFACING – CHIP AND FOG SEAL

 

Jay Mills Contracting, Inc. will be performing pavement re-surfacing work on behalf of the City of Stephenville as a part of this year’s Pavement Maintenance Program.

 

Chip and Fog Seal is scheduled to begin along select streets the last week of September and work is expected to be completed by the end of October. A listing of streets and an overall map are attached. Residents will be notified via door hanger the day prior to work beginning on their street. In the event that weather or other delays occur, the work will be rescheduled, and residents will be re-notified.

 

Chip and Fog Seal – 2 Step Process

Step 1: Chip seals are the most common surface treatment for low-volume roads. A chip seal is an application of asphalt followed by an aggregate cover. The asphalt is usually applied as a hot emulsified asphalt. After the asphalt emulsion is applied to the pavement surface, aggregate is immediately applied over the asphalt before the hot asphalt emulsion cools. A pneumatic roller is used to reorient or seat the aggregate particles and tighten the rock matrix. After the asphalt cures, the excess aggregate is removed by brooming the surface.

Step 2: Approx. 3-4 weeks following chip placement, the street will be sealed. The sealant is an asphalt emulsion that helps bind the chips together, protect the pavement, and provide a smoother ride and an aesthetically pleasing blacktop finish.

During the day when the chip seal is placed, please note the following:

  • Please expect lane and/or total street closures.
  • Streets may be one of several scheduled for that day. Construction may start any time between 7:00 a.m. and 7:00 p.m. Once started, no vehicles will be allowed in the work area until equipment and traffic control devices are removed.
  • Please move all parked vehicles and debris from the street. If you need to use your vehicle on the above date, please park on a side street outside the work area prior to 6:30 a.m. Vehicles parked within the work area or in violation of “NO PARKING” signs may be towed.
  • If you walk or drive on the chip seal surface before it has set, you can damage the installation and the product will stick to your feet and/or car. Vehicles observed disobeying traffic control signs and/or barricades will be ticketed and responsible for repairs to the damaged material.
  • Please turn off your sprinklers 24 hours before and after the chip seal placement. Nuisance water will damage and discolor the new surface.

 

PLEASE DO NOT DRIVE AROUND BARRICADES OR OUT OF YOUR DRIVEWAY.

PLEASE WAIT UNTIL THE STREET IS RE-OPENED.
