Heavy Equipment Operator – Waste Water – Full-Time

Salary Range: $32,923 - $48,415

 

JOB SUMMARY

The City of Stephenville is seeking a full-time Heavy Equipment Operator. To perform a wide variety of unskilled and semi-skilled tasks in the maintenance and repair of City water/wastewater equipment and facilities as assigned.

POSITION RESPONSIBILITIES

Typical duties may include, but are not limited to, the following:

  • Stock vehicle with supplies and materials necessary to perform job assignments; operate, clean, service, maintain, and perform minor repair on assigned tools, machinery, equipment, and vehicles; sharpen machinery, equipment, and tools with cutting edges.

  • Respond to service calls concerning emergencies or problems on a stand-by basis; work to reduce state of emergency and correct problems; perform overtime duties as necessary or required in order to maintain effective and efficient City services.

  • Operate a variety of equipment including pickups, dump trucks, jet rodding machines, brush-hogs, tractors with various attachments, lawn mowers, weed eaters and other related maintenance equipment.

  • Secure and partition off work area as necessary with traffic signs, cones and barricades; flag and direct traffic around work area as necessary.

  • Prepare various paperwork including completed work orders, job logs, and draft reports.

  • Provide assistance to other City departments as needed.

  • Will work on-call duty and will respond to emergency call back as required by supervisor.

  • Perform related duties as assigned.

  • Participate in repairing water and wastewater mains and services; break apart paved surfaces in preparation of line excavation; install shoring devices for excavations to prevent cave in of dirt; clamp off broken main or line, and mowing and edging of facilities.

  • Clean manholes; participate in constructing and rebuilding manholes; assist in installing and repairing fire hydrants.

  • Participate in testing water and wastewater lines for leaks; inspect valves for operability; locate water and wastewater lines and connections; lay and extend new water and wastewater lines in preparation for future use; remove obstructions from wastewater lines.

  • Assist in repairing and reading water meters and water and wastewater services; repair and install service taps; flush water lines.

  • Pull and install meters; replace meter boxes as necessary; install clean outs; raise and lower meters and manholes as necessary.

  • Clean streets and work area after repair work is completed; grade drainage channels to proper grade to enhance drainage; landscape City and residential property upon completion of repairs; clean and unclog wastewater lines.

Knowledge of:

  • Materials and supplies used in the maintenance, repair, and servicing of machinery, equipment, and facilities of department.

  • Proper lifting techniques for minimizing physical injury.

  • Hazards associated with the work and proper safety precautions.

  • Proper barricading procedures for partitioning off work area.

  • Procedures for installing water and wastewater mains.

  • Modern construction techniques and practices.

  • Proper procedures for mixing, pouring, and finishing concrete.

  • Basic carpentry, masonry, and plumbing principles and practices.

  • Pressure settings for various water lines.

  • Various procedures for evaluating and maintaining consistent flow in water and wastewater lines.

  • Procedure for clamping and repairing a water or wastewater leak.

  • Installation techniques for safety shoring devices.

  • Procedures for the handling and storing of volatile chemicals and the disposal of chemical bi- products.

  • Pertinent Federal, State, and local laws, codes, policies, and regulations

Ability to:

  • Learn to operate, service, maintain, and perform minor repairs on assigned machinery, equipment, vehicles, and various hand tools.

  • Mix and prepare chemicals including pesticides, fertilizers, and disinfectants used in completing work tasks.

  • Learn modern constructing techniques and practices.

  • Perform physical requirements of work.

  • Understand and communicate clearly and concisely, both orally and in writing.

  • Perform work in an undesirable or hazardous environment including manholes, excavated areas, and traffic.

  • Establish and maintain cooperative working relationships with those contacted in the course of work.

  • Obtain Utilities related license as may be required.

  • Read and interpret various maps for locating water and wastewater lines and services.

  • Recognize and apply Federal, State, and local policies, procedures, laws, and regulations.

  • Locate and remove obstructions in wastewater pipes.

  • Must be able to respond to emergency call back as required by supervisor.

  • Install various machinery and equipment as required.

  • Maintain effective audio-visual discrimination and perception needed for:

    • Making observations

    • Communicating with others

    • Reading and writing

    • Operating assigned equipment

    • Operating a motor vehicle

  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following:

    • Walking, standing, or sitting, for extended periods of time

    • Lifting, carrying, dragging, holding, cleaning, and pushing a variety of supplies and equipment over 100 pounds

    • Climbing, kneeling, squatting, and stooping in the performance of routine job tasks

  • Effectively deal with personal danger which may include exposure to:

    • Extremes in hot and cold temperatures associated with working outdoors

    • Levels of extreme and constant noise

    • Mechanical hazards

    • Chemical and dust/mite hazards

QUALIFICATIONS

  • Must be a United States Citizen

  • Must hold a valid Texas driver’s license and have and maintain a satisfactory driving record

  • Possession of, or ability to obtain, an appropriate, valid water and/or wastewater license

  • Must acquire class 1 wastewater collection and class C water distribution license within 3 years of hire

  • Ability to communicate (read, write and speak) effectively in the English language

  • Formal or informal education or training ensures the ability to read and write at a level necessary for successful job performance.

  • High School Diploma or GED required

  • Ability to communicate (read, write and speak) effectively in the English language

 Experience and Training Guidelines:

  • Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. 

  • Two (2) years of prior, related experience in heavy equipment operation
