Salary: $67,504 to $82,205
JOB SUMMARY:
This position is a very responsible management position. The general function is to efficiently and effectively manage and supervise all of the coordination of single or multiple small and large-scale public works projects, including overseeing the schedule, cost, and quality of construction projects. Position works independently with general supervision provided by the Assistant Director of Public Works/City Engineer.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of advanced construction practices and materials

Ability to read and interpret civil construction plans and details
-
Knowledge of Algebra, Geometry, and Trigonometry as applied in routine engineering computations

Knowledge of basic principles of public works construction, inspection, and construction management
-
Ability to respond to and resolve difficult and sensitive citizen inquiries and complaints

Ability to research a variety of information

Ability to inspect a variety of elevated and sub-surface locations including water/sewer utility trenches, concrete structures, and storm sewers

Ability to communicate effectively both verbally and in writing

Hold an expert knowledge of construction and building products, construction details, and relevant rules, regulations, and quality standards

Ability to manage multiple projects, meet deadlines, prioritize and organize work assignments, work well under pressure and stress, and make competent decisions

Hold excellent managerial, leadership, organizational, customer and public relations, personnel management, and budgetary skills

Possess excellent time and project management skills

Ability to identify defects and hazards associated with construction projects

Knowledge of city policies and procedures

EDUCATION AND EXPERIENCE:
-
Bachelor’s degree in Engineering Technology, Project Management, Construction Management or related field plus five years of progressively responsible experience in construction, at least two of which shall be in a supervisory capacity; OR
-
Any equivalent combination of education, experience, certification, licenses, and training provides the required knowledge, skills, and abilities to allow the candidate to successfully perform the essential functions of the job
CERTIFICATES AND LICENSES REQUIRED:

Required - A Valid Class C Texas driver license & the ability to maintain a satisfactory driving record

Preferred – Project Management Professional
JOB REQUIREMENTS:
-
Plans review and administration of City’s utility, street, and stormwater management regulations for land development and redevelopment
-
Attends and advises developers and their engineers at pre-development review meetings and throughout the development review process, including reviewing development proposals, plats, and plans for compliance with city regulations

Plans direct and coordinates engineering designs and constructions of public utility and public works infrastructure projects, including projects contracted to third party engineers
-
Oversees city infrastructure projects, including inspecting and reviewing projects to monitor compliance with plans and specifications
-
Supervises and manages Engineering staff and coordinate site operations and reporting
-
Confers with citizens, project managers, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction issues
-
Provides technical engineering advice and assistance to other city departments regarding utility, streets and drainage, new construction, and maintenance of existing infrastructure
-
Serves as the primary point of contact for coordination of projects with TxDOT
-
Reviews infrastructure planning and requests, including speed zone, signage, and school zone change requests
-
Negotiates and prepare documents for utility, right-of-way, and general government easements or right-of-way acquisitions
-
Performs special engineering studies to determine project scope, preliminary cost estimates, and alternative methods of project delivery

Participates with a variety of boards and commissions to plan and promote capital improvements and expanded services as well as attend and participate in professional groups and committees

Performs related duties as assigned
JOB-RELATED KNOWLEDGE, SKILLS, AND ABILITIES:

Comprehensive knowledge of the standard practices and procedures of civil engineering and construction particularly as it pertains to municipal infrastructure including transportation systems, water distribution systems, sanitary sewer collection, storm sewer systems, water treatment, wastewater treatment, and solid waste

Knowledge of basic personnel and project management techniques
-
Knowledge of local government practices and procedures including project financing, grants, and public sector procurement related to municipal infrastructure projects
-
Demonstrated skills and experience in managing in-house and construction contracts
-
Ability to maintain confidentiality and handle sensitive issues with discretion and sound judgment
